How does CalWORKs work with child support?

RANT We have been on the phone 2 hours and they transferred us just to stay on the phone for another 2 hours and then they hung up on us. How the fuck are big companies able to pick up the phone but government companies dont have enough people to answer for something that's actually important.

First let me start by saying that I'm grateful for any amount of help that I'm receiving but when I applied on the Calfresh website it said congratulations you qualify for $250 a month!! I was thrilled. But, after the phone interview and approval, I learned that they deduct 30% of my income from that $250 a month.
